Guidelines – Creating and Managing Point of Contact (POCs) and Organization Identifiers (Org IDs)
This is an overview of how to create and manage Point of Contact (POC) and Organization Identifier (OrgID) records. Organizations requesting or managing resources from ARIN must have an OrgID with one Administrative POC and at least one Technical POC. For more detailed information about Org IDs and POCs, including descriptions of levels of authority, please see the Introduction to ARIN's Database.

- If you need to update contact information for an existing POC handle, see “Modifying a POC Handle.”
- If you need to modify the postal address, d/b/a name, tax ID number, referral server, POCs, or public comments for an existing OrgID, see “Modifying an OrgID.”
- If your organization’s legal name has changed, refer to ARIN’s “Transfers of Internet Number Resources” guidelines. You cannot change the legal name specified on your existing OrgID.
Creating POCs
Step 1 - Requirements
A POC handle represents a specific person or role and is defined by contact information such as the individual or role’s name, e-mail address, postal address, and phone number. A POC handle can be associated with OrgIDs, IP addresses, and Autonomous System (AS) numbers.
POCs use their handles to request and manage organization and resource records, or to be listed as contacts for network operation issues. While there are different types of POCs, such as the Administrative or Technical POC, this categorization occurs on the organization or resource level. Anyone can create a new POC handle. Many organizations create POC handles for their downstream reassignments before submitting reassignment or organization templates. ARIN occasionally reviews the database to identify "orphaned" POCs, meaning those not associated with any Org ID or resource. POCs that orphaned for 90 days or more may be removed from the database.
Step 2 - Completing the Template
Complete the POC Template and submit it via e-mail. Instructions for completing and submitting the template are provided at the bottom of the document. To ensure prompt and accurate processing of your POC Template, follow these instructions exactly. Any errors found may result in the template being returned for correction.
Step 3 - Submittal of Template and Auto Response
Upon successfully submitting the template, ARIN verifies its receipt of the request and issues a ticket number via e-mail to the individual who submitted the request. Based on the volume of requests, this may take up to 60 minutes.
Step 4 - Review Process
ARIN reviews and responds to a request within three (3) business days.
The response may include a request for additional information. For each question and response cycle, ARIN responds within three (3) business days. If ARIN does not receive a response within sixty (60) days, the ticket is considered closed and the request must be resubmitted. A response from ARIN requesting additional documentation or information does not imply a request will be denied; it simply means that additional information is needed to evaluate the request.

Step 5 - Request Approval
ARIN notifies your organization, via e-mail to the individual who submitted the request, whether the request was approved or not.
Step 6- Fees
ARIN does not charge any fees to establish POCs. Fees are only charged to recover costs associated with the delegation of Internet number resources and the maintenance of the records associated with these delegations.
Step 7- POC Establishment
ARIN establishes the POC the day that its approval is processed. Establishing a POC does not qualify organizations or individuals for ARIN membership. Only organizations that receive and pay for a direct allocation of IP address space from ARIN are automatically accorded membership.
As membership is open to all interested parties, any organization or individual may also become a member of ARIN by completing a Membership Application Form and paying an annual membership fee.
Once established, the POC may be associated with a new or existing Org ID or number resource record. This is done through templates either to request an Org ID or number resource or to manage these records. More information on these templates is available through the ARIN Templates page.
Obtaining an Org ID
Step 1 - Requirements
An OrgID represents a specific organization, such as a business, nonprofit corporation, or government entity. Each Org ID is defined by its legal name, its postal address, and its POCs. Organizations may establish more than one Org ID, but must pay the fees associated with the resources held by each Org ID separately. ARIN generally recommends that organizations consolidate resources under one Org ID for easier management.
Before creating an OrgID, first create the necessary POC handles by completing and submitting the POC template.
To verify the authenticity of requests to establish an Org ID, ARIN staff requires written proof that the individual making the request either works for the organization or is authorized to make the request. In addition, staff may ask for additional documentation to verify that the organization is a legal entity.

Managing POC and Org ID Records
Updating Records
To ensure efficient and accurate request processing, promptly update POC and Org ID records after any change. Failure to do so will result in delays when attempting to interact with ARIN. Only certain POCs can change Org ID and POC records. For more information on authority levels for POCs, see "Introduction to ARIN's Database."
Modifying a POC
Use the POC template to modify contact information for an existing POC. All contact information, except the name of the individual or role account, for a POC handle can be modified.
If the person or role listed on the POC handle has changed, do not submit a POC modification. Instead, see “Creating POCs” to create a new POC handle for the new contact and “Modifying an OrgID” to add the new POC handle to your OrgID.
Modifying an Org ID
Use the Organization Template to modify an existing OrgID. Possible changes include postal address, d/b/a name, points of contact, referral server, and public comments.
If the legal name of an organization with an existing Org ID has changed, refer to ARIN’s “Transfers of Internet Number Resources” guidelines. You cannot modify the legal name specified on your OrgID.
