Meeting Called to Order

Ray Plzak introduced himself and welcomed the attendees to this ARIN Caribbean Sector meeting.

He pointed out that this is an official ARIN policy meeting, and that discussions and shows of hands, would all be recorded, and that information would be provided to the Advisory Council for their use in determining the consensus of the community on the policies on the agenda. These policies will be discussed again at the ARIN meeting in Los Angeles next month.

He explained the process for documenting the meeting, and requested that during discussion speakers approach the microphone and state their name for the record. The transcripts and an executive summary will be posted on the ARIN website for future reference, and will be posted to the PPML for community reference.

Ray Plzak opened the meeting and welcomed the attendees. Ray began by making meeting-related announcements and introducing those present from the ARIN Board of Trustees, the ARIN Advisory Council, the Number Resource Organization (NRO) Number Council, and ARIN staff.

Ray reviewed the meeting agenda and the printed materials given to each attendee. At the beginning of the meeting approximately 36 people were in attendance. Ray Plzak moderated discussions throughout the day.

Internet Number Resource Status Report

Leslie Nobile presented an NRO report on the current status of all allocated and available IPv4 and IPv6 address space, and assigned Autonomous System numbers (ASNs) as of 30 June 2008. This report is updated quarterly by all the Regional Internet Registries (RIRs) and provides up-to-date statistics on rates of number resource consumption.
Highlights included:

• Status of the 256 /8s and IPv4 allocation rates by region from 1999 to 2007, and for the first and second quarter of 2008
• ASN assignment rates by region from 1999 to 2007 and for the first and second quarter of 2008
• IPv6 allocations to the RIRs, and RIR IPv6 allocations and assignments by region from 1999 to 2007, and for the first and second quarter of 2008
• Links to all the historical data and raw statistics

Introduction to ARIN’s Internet Resource Policy Evaluation Process (IRPEP)

2007-14: Resource Review Process

• This proposal is only being considered in the ARIN region.

Ray Plzak opened the microphones for comments and questions from the floor. Topics of discussion included:

• Nigel Cassimire asked what else ARIN is doing to educate and reach out to Caribbean network operators. Ray responded that Richard Jimmerson would be presenting on this topic later in the agenda, and that ARIN is planning to change the ARIN meeting calendar to support wider participation, as well as, implement multiple changes to the remote participation options for ARIN Public Policy meetings that will allow better access to those who can’t attend.
• Romel Wallace asked about ARIN membership statistics in the Caribbean, and voter participation. Ray offered an estimate of less than 50 members residing in the Caribbean, and explained the difference between participating in policy polling – which is open to any interested party, and participating in ARIN elections.

• Introduced on PPML on 11 February 2008, designated as a formal policy on 26 February 2008. It was discussed at ARIN XXI and the May 2008 ARIN Caribbean Sector Meeting in Kingston, Jamaica. It was revised on 7 March 2008, and the Advisory Council is currently working with the author on revising the text.
• Ongoing discussion in APNIC, RIPE NCC regions of similar proposal.
• Presentation of Staff Impact Analysis, Legal Review, Staff Comments, and overview of PPML discussion activity. [see presentation link above for details]

Robert Seastrom, as a representative of the Advisory Council, continued with the presentation of the proposal. Robert presented on the topic of current policy, the history and rationale of this proposal, how the Advisory Council came to author it, and provided an overview of the text. He expressed community concern that consensus is not reachable on such a broad policy, and pointed out that the proposal aims to preserve much of the existing policy related to efficient, needs-based resource issuance. The Public Policy Mailing list members were invited to participate in a survey on transfer policy, and Robert asked the attendees to review the results which were included in their meeting folder.

2008-6: Emergency Transfer Policy for IPv4 Addresses

Robert presented on the topic of current policy, the history and rationale of this proposal. He pointed out that this proposal offers an alternative to proposal 2008-2, attempting to provide simpler and less-managed terms.

2008-7: Whois Integrity Policy Proposal

• APNIC has adopted a similar policy. No other similar policy is under consideration in any other RIR region.

Leo Bicknell, Chair of the Advisory Council, continued with the presentation of the proposal. Leo presented on the topic of current policy, the history, and rationale of this proposal. He pointed out that there have been four different WHOIS-related proposals submitted, some of which have yet to be accepted as formal proposals.

Internet Exchange Points - Caribbean

Presentation Highlights:

• An Internet exchange point (IXP) is a physical infrastructure that allows multiple ISPs to use peering arrangements to exchange Internet traffic between their autonomous systems.
• IXPs reduce dependency on uplinks, increase bandwidth efficiency, and reduce latency.
• Solicited data input to create a definitive traffic profile in order to make a good business case for IXPs in the Caribbean.
• Wants to create an issues document for Caribbean ISPs.
• The end goal is a framework business plan for an IXP, because this concept can’t succeed without the assistance of ISPs.

Ray Plzak, representing the ARIN Board of Trustees, opened this presentation by discussing the Board of Trustees, its role within ARIN, and some of its recent activities. Leo Bicknell, chair of the ARIN Advisory Council, presented on those same topics as they apply to the Advisory Council. Martin Hannigan, representative from the ARIN region to the NRO Number Council, concluded with the same information about the NRO NC.

ARIN Activities in the Caribbean

Richard Jimmerson gave an overview of events hosted or attended by ARIN in the Caribbean Region in 2007 and 2008, and spoke about future plans for ARIN participation at regional events. He also presented the pending changes in the ARIN meeting schedule which will result in three ARIN Public Policy meetings each year, taking place in the Caribbean, Canada, and the Continental US.

Richard invited the community to provide feedback on how we can continue to grow participation from the sector. He encouraged all the attendees to join and participate on the Public Policy Mailing List (arin-ppml@arin.net) and to take advantage of ongoing improvements in the remote participation options for ARIN meetings. He also suggested that attendees use ARIN as a source of documentation to support their own regional education efforts.
