John Curran opened the meeting and welcomed those in attendance.

John began the Public Policy Consultation at NANOG 57 by making meeting-related announcements and introducing those present from the ARIN Board of Trustees and Advisory Council. He reviewed the meeting rules, agenda and the Discussion Guide.

At the beginning of the meeting, approximately 60 people were in attendance. Paul Andersen moderated the policy discussions during the event.

[ARIN offered the opportunity for remote participation throughout the meeting. Comments from remote participants are read aloud at the meeting and are integrated into the meeting report. There were 12 registered remote participants.]

ARIN-2012-2: IPv6 Subsequent Allocations Utilization Requirement

John Curran presented an introduction to the proposal. Highlights included:

  • Advisory Council shepherds: Heather Schiller and Cathy Aronson
  • Introduced on PPML in November 2011 (ARIN-prop-159) and designated as a draft policy 24 August 2011. This draft policy was discussed at ARIN XXIX and ARIN XXX, and it was determined that more work was needed.
  • There is no similar proposal under consideration at any other RIR
  • Presentation of Staff Impact Analysis, Legal Review, Staff Comments, and overview of PPML discussion activity. [see presentation and transcript links above for details]

Robert Seastrom continued with the presentation of the proposal. RS presented the text of the proposal and then the rationale

Paul Andersen, Vice-chairman moderated discussion.

Discussion Highlights included:

  • Support for liberalization of IPv6 allocation policy
  • Allows additional flexibility as IPv6 best practices evolve
  • Concern that this policy may create ways for users to qualify for more space than they need through the creation of complicated hierarchical address plans.
  • Confirmed that the serving site definition in this policy will impact initial and subsequent IPv6 requests

At the end of discussion, Paul Andersen asked for a show of hands to determine those in favor and those against the draft policy (remote participants were invited to participate). After the tally was conducted, Paul stated that this information would be provided to the Advisory Council for use in its deliberations.

ARIN-prop-182: Update Residential Customer Definition to not exclude wireless as Residential Service

  • AC working with the originator to ensure a clear problem statement and policy text [see presentation and transcript links above for details]

Discussion Highlights included:

  • Seeks to create policy parity between utilization rate requirements for residential and mobile service providers
  • Need to clarify the problem that mobile providers face due to the 80% utilization requirement

At the end of discussion, there was no call for a show of hands because this policy proposal has not yet been accepted as a Draft Policy. Chris Grundemann encouraged anyone with input on the technical problem that this proposal seeks to address to contact him or post feedback to the Public Policy Mailing List.

ARIN-2013-1: Section 8.4 Transfer Enhancement

  • Advisory Council shepherds: Scott Leibrand and Robert Seastrom
  • Introduced on PPML in October 2012 (ARIN-prop-183) and designated as a draft policy 31 January 2013. This draft policy has not been discussed at a Public Policy Meeting
  • There is no similar proposal under consideration at any other RIR
  • Posted to PPML for discussion last week. Staff Impact Analysis and Legal Review to be performed at the request of the AC when the Draft Policy is fully developed. [see presentation and transcript links above for details]

Discussion Highlights included:

  • Is there any analysis of how many ASNs could be subject to transfer under this policy? What need does this proposal satisfy?
  • This policy could not be exercised unless there were corresponding policy in another region
  • One potential advantage would be if peering rights convey with the transferred ASN
  • The proposal intends to allow for the same level of transparency in ASN transfers that we have for IPv4 specified transfers
