Draft Policy ARIN-2015-2: Modify 8.4 (Inter-RIR Transfers to Specified Recipients)

Speaker: Chris Tacit, ARIN Advisory Council

Presentation: PDF
Transcript

Background

  • Advisory Council shepherds: Cathy Aronson and Chris Tacit
  • Introduced on PPML in May 2015 (ARIN-prop-216)
  • This draft policy was previously discussed at the PPC at NANOG 64 and at ARIN 36

John Curran introduced Chris Tacit who presented the text of the proposal and then the rationale.

  • Rationale for the proposal
  • Overview of text
  • Overview of discussion on PPML
  • Considering adding a definition of “control” to the NRPM to clarify the language in this policy
  • Solicited feedback from the audience

John Curran opened the microphone for discussion.

Discussion highlights:

  • This proposal language is too complicated and moves away from the idea of simplifying policy
  • It is impossible to avoid a level of legalese if we are seeking to guard against flipping

For discussion details, please see the transcript.

Presentation: PDF
Transcript

Background

  • Advisory Council shepherds: Tina Morris and David Huberman
  • Introduced on PPML in June 2015 (ARIN-prop-219)
  • This draft policy was discussed at ARIN 36
  • Staff and Legal assessment
  • This policy may require coding changes to support unicode character sets, which could extend the time needed to implement

John Curran introduced Tina Morris who presented the rationale for the proposal and solicited feedback.

  • This would clarify the status of ARIN-registered resources that are used outside the ARIN region
  • Community support was garnered at ARIN 36, and there has been no discussion since it was moved to recommended policy
  • Solicited feedback on this proposal

Aaron Hughes, ARIN Board of Trustees, moderated discussion.

Discussion highlights:

  • Though this policy was supported, why hasn’t this moved to adoption?
  • How many of the criteria will need to be provided to staff for them to approve requests under this policy?
  • It should be clear how many of these requirements must be met rather than leaving it to staff discretion

For discussion details, please see the transcript.

Straw poll of attendees and remote participants for/against the Recommended Draft Policy (submitted to the Advisory Council for use in its deliberations):

  • Total attendees/remote participants: 50
  • In favor: 21

  • Anything that moves us toward removing needs-basis entirely is a step in the right direction
  • Is the intent of this policy to refer to resources in the ARIN region or does it include space outside the ARIN region?
  • Should this policy differentiate criteria for transfers inside the region and transfers between regions?
  • How does policy factor in the issue of leased space? Should there be policy to address that issue?
