I have worked closely with Doug for many years and can attest to this professional background. As VP/CIO for Visions Federal Credit Union, I can attest to the fact that Doug is an integral part of the Supervisory Committee/Board linkage and provides technical insight that is complementary to his peers. I have worked with and have engaged Doug many times over the last 10 years as he and I worked together on many technical projects when he was in a consulting firm for my organization at the time. Doug provided high caliber expertise at every juncture. All this to say, his biography is accurate and I support him 100% - he is a skilled leader, he conducts himself professionally and is comfortable speaking to a CEO in one breath while turning to an engineer in the next and carrying on a competent conversation with both. I have rarely ever come across another quite like Doug that possesses all these skillsets and I believe he would make a great long-term fit with ARIN.

I have known and worked with Elizabeth “Liz” Goodson for only 4 short months, but she has already made a very clear impression on me. As a senior network engineer here at Crown, my job is to deploy and support the IP/MPLS network architecture, based on guidelines set forth by the IP Network Planning team, lead by Liz. It is well known in our organization that Liz is the de facto Subject Matter Expert in all areas related to the entire network, from physical fiber plant design to complex Internet routing and switching configurations. In my opinion, she is, by far, Crown’s most senior architect and greatest asset, as we move forward to building the next generation of networks. I’ve worked with Liz for over 10 years and there’s nothing she can’t do. She’s brilliant, resourceful, and driven. If I was picking a dream team in any context from a network redesign project to a zombie apocalypse, Liz would be first on my list. She just gets stuff done. And she gets it done well. As the primary author of the standards and policies that govern the design and operation of Crown Castle’s nationwide IP network, Liz has successfully and repeatedly demonstrated the skill and judgement required to balance the practical operational needs of a large, complicated, and heterogeneous network with ambitious forward-looking business goals. She’s an excellent collaborator and consensus builder who solicits the perspectives of others, works hard to deeply understand, and then adeptly synthesizes that information into her work. It is with honor and privilege to write this letter for the consideration for my friend Liz Goodson as she peruses even greater heights of achievements. Having worked with Liz for more than 10 years I have experienced firsthand the magnitude and depth of her knowledge. Her astuteness for remedying some of the most complex network issues and a clear track record solving technical designs scenarios is unrivaled. Liz is largely responsible for the design, planning, implementation of a national sized ISP ethernet network. As an ISP provider Liz provides direction on how we delegate and manage our IP resources effectively and efficiently for a large ISP customer base. I have now worked with Elizabeth for over 10 years and working with her has been one of the best experiences in my career. The dedication and work ethic that Liz has is unparalleled that I have seen. She has been an amazing mentor and friend helping me learn and grow in my knowledge and skills. She is always willing to help with issues and support the team on any obstacles that present themselves. Liz is the main Architect for the network and maintains standards that we employ. Roy brought me into the world of enterprise network engineering early on in my IT career and served as an inspiration to myself and many others. Later I had the privilege of working for Roy as he built on his continued successes with the Regional Wide Area Network (RWAN) consortium during his tenure at Lancaster-Lebanon Intermediate Unit 13. I was a beneficiary of the RWAN during the time that I worked in two of our member school districts that relied on his network engineering expertise on a daily basis. IU13 was one of the first large scale enterprise networks in the Commonwealth that assigned IPv6 prefixes to customers due in no small part to his forward thinking vision and expertise. Roy’s areas of expertise include WAN and secure network design, cellular and microwave technologies, voice over IP (VoIP), traffic management, next gen internetworking (IPv6), and more importantly end user training! He is a brilliant technologist who can explain challenging concepts to a diverse set of learners. I would be very excited to see him serve us (and our entire continent) in his role. He is adept at using his interpersonal experience to build policies and procedures that can apply to a wide variety of environments. I highly recommend Roy for this role!

I have enjoyed working with Roy for several years. As a member of our SHLB Coalition, Roy always provides a good mixture of technical know-how with a good understanding of the political and policy process. For example, I often called upon Roy’s expertise on cybersecurity and school networking issues so I could be a stronger advocate for improvements to the federal E-rate program. Roy is an exceptional and visionary technologist, with a strong sense for fiscal responsibility, a rare combination in any industry. I had the pleasure of being a customer of Roy’s for 9 years as I worked at local school districts served by Lancaster-Lebanon Intermediate Unit 13’s (IU13) regional wide area network (RWAN). He always provided sound technical guidance grounded in best practices. Then, for 14 years, I worked under Roy’s guidance as a network engineer for IU13. Roy’s forward thinking leadership and ability to build coalitions allowed us to evolve that RWAN to its current state as a scalable, highly-resilient system that serves over 100,000 learners. Roy was an early proponent of the adoption of IPv6 in schools, helping schools to understand the benefits of deploying IPv6 while also providing technical assistance through the process. Roy has extensive experience navigating the complex policies of the E-rate program, a skill that will make him a valuable asset for the policy development work of the ARIN Advisory Council.

I had the privilege of interviewing Kaitlyn for her current role in Amazon Web Services and then working with her after she was hired. Matthew has been a great addition to the ARIN AC and the NRPM WG. He is very thorough in his analysis of policy and language and very thoughtful about the overall context of the proposals that he shepherds or to which he otherwise contributes. I’ve worked with Dan closely for over 18 years. I think we literally met my second day on the job and jumped right in to some thorny addressing and deployment issues. Andrew has a deep knowledge of and respect for the processes that drive this organization, but he doesn’t weaponize “process” in the frustrating way that can obstruct boards and committees. I had the pleasure to meet Tina during a period of extraordinary growth for the cable industry in the early to mid 2000s. We were not at the same firm, but Tina shone through as the epitome of collaboration and partnership. While we still have not yet worked at the same firm, Tina fundamentally operates in the same way she did nearly 20 years ago; except on a much broader scale today. I would be hard pressed to think of a more qualified, better suited candidate to fill a seat on the ARIN board than William (Billy) Sylvester. I have known Billy for many years, and worked with him for a couple. He has always had integrity, demonstrated a keen mind, and shown an ability to tackle complex issues in a way that leaves everyone better off. He does not shy away from hard problems, but never takes the easy way out at the expense of others. His very long and distinguished career on the Internet started with Network Solutions in the 90s, continued with Neustar and Verisign in the early 2000s, through to Addrex today. He has co-chaired the RIPE database working group for the last seven years, proving his commitment to working to make Internet run better and more efficiently. This combination is unique and, IMHO, valuable. ARIN needs people with his experience and abilities. Most are not willing to donate their time to a volunteer position, but Billy is the type of person who steps up when he can help even if it does not benefit him personally. I cannot thank Billy enough for his efforts. I heartily endorse his candidacy, and urge everyone to vote for him.

William (Billy) would be an excellent, well qualified addition to the ARIN Board of Trustees. He has a solid record of strong leadership, building collaboration, and working with RIR policy and governance in multiple regions. There is an instinct from some to automatically eliminate a “broker” as a BoT candidate, however, because the IPv4 transfer market is here to stay and it incredibly opaque, the BoT really needs trusted members with this experience. Billy is on a very short list of people that have experience, expertise, and ethics. I know this because I have worked with Billy in various ways over the last 9 years, he has proven time and time again to have an ethical approach to this business; and a strong desire to make the community better and do the right thing for all involved. The ARIN Board of Trustees has a diverse set of problems and needs a diverse membership to ensure our community is well represented. His experience managing and administering Internet number resources goes back to the first non-military organization to do so in North America, the InterNIC, once the Department of Defense decided to hand over control to the public sector, before ARIN existed. While I have only known Chris in-person since becoming a member of the Advisory Council (AC), I have been aware of him for a long time previously, as a constant and active participant at ARIN meetings and also on the various mailing lists. Chris and I worked on the board of the Ottawa Humane Society including his time as chair of the Board. Chris was an excellent leader who grasped the issues quickly and fully while listening to and taking advice from the other members of the board. He worked very well with the Executive Director of the Ottawa Humane Society and treated him with the dignity and respect due to someone whose full time job was to run the Society. Chris was liked and admired by all the board members and we were sorry to see him leave when he completed his 6 year terms on the Board of Directors. The Ottawa Humane Society does have term limits for all board members of 6 years. The Internet continues to mature and morph, and ARINs role in its future has never been more critical. I’ve known David since he was hired by WISPA and have had the fortune to see his ability to look at the big picture and devise win-win strategies to utilize limited resources in the most efficient ways possible to maximize the outcome for all parties. I believe his role in “working in the trenches” with so many small to mid-size ISPs in North America along with his extensive experience in DC will help shape ARIN policy to maximize the usefulness of its resources and enable next-generation internet technologies.

I highly recommend David Zumwalt for the ARIN Board of Trustees. He has been President and CEO of WISPA -Broadband Without Boundaries, a 501(c)(6) broadband industry trade association, for more than a year. In this short time, he has already greatly improved the financial health of our association and deftly led WISPA to help our broadband ISP members overcome legislative and regulatory challenges. As a registry of IP addresses and Autonomous System numbers, ARIN will benefit from Board of Trustee members with a ride range of experiences in high-tech and advanced internet communications. The breadth of David’s experiences is truly impressive. In addition to leading WISPA, as a Chief Operations Officer for a broadband internet service provider, to CEO of an online transactional privacy & privacy assurance solutions, to CEO of a U.S. Virgin Islands Research & Technology Park, David brings a wide range of knowledge about internet service provider and consumer internet experiences.

David is an ideal match for the ARIN Board. Not only is he a brilliant technical mind, his strategic vision, guidance, and leadership seem to be in short supply in corporate governance. I highly recommend him.
