Total Fraud reports received this quarter = 66
INVESTIGATION RESULTS
ARIN received a total of sixty-six fraud reports during the 2nd quarter of 2014. Four reports contained information about invalid ARIN Whois information. In one case, we were able to work with the registrant to update their record. The other three are still being looked at, and in the meantime, ARIN has marked these records as “invalid data” in Whois.
Three reports focused on fraudulent IP justification information, with all reports stating that an upstream provider was providing falsified customer justification data in order to obtain IPv4 address space from ARIN. ARIN is investigating all of these reports and doing an audit of these organization’s accounts. Until we complete our investigation/audit, we will not be issuing IP address space to any of these organizations.
Three were reports of out of region use of ARIN issued IPv4 address space. ARIN is currently investigating these.
One was a report that an ISP was issuing IP addresses to downstream customers without asking for any justification. ARIN is investigating this report and doing an audit of this organization’s accounts. Until we complete our investigation/audit, we will not be issuing IP address space to this organization.
One was a report of a falsified transfer which ARIN is currently investigating.
Fifty-four fraud reports received during this quarter were reports of incidents related to phishing, spam, identity theft, etc. ARIN did not investigate any of these reports, because they are outside the scope of ARIN’s mission. ARIN’s response to each of these reports was to notify the reporter that the fraud reporting process is restricted to matters specifically related to ARIN’s mission and area of authority such as false utilization reporting, number resource hijacking in ARIN’s database, and other activity involving fraudulent submissions to ARIN or fraudulent changes to data in ARIN’s Whois. In each of these report responses, ARIN staff provides additional useful information, including information on querying Whois, contact information for the network operator associated with a given IP address, etc. No further action was taken.
