Updating Internet Coordination Policy-2

The ICP-2 was developed through ICANN’s Address Supporting Organization (ASO) and assisted by APNIC, ARIN, and RIPE NCC. The ASO Address Council (AC) endorsed this document, and on 4 June 2001, it was accepted by the ICANN Board of Directors as a statement of the essential fundamental principles required for recognizing and evaluating new Regional Internet Registries (RIRs).

In October 2023, the Number Resource Organization Executive Council (NRO EC) asked the ASO AC to establish and manage a process to update the ICP-2 document. This update will be conducted in consultation with each of the RIR and ICANN communities to enhance the RIR system’s accountability to the broader Internet community.

The update sets forth the core principles the ASO AC believes should be reflected in the next version of ICP-2. In addition to principles on governance, ecosystem, lifecycle, recognition and operation of RIRs, it also outlines principles for the potential ‘derecognition’ of an RIR if it fails to adhere to the criteria established in ICP-2. 

The ARIN community, along with the communities of the other RIRs, was invited and encouraged to provide feedback on each principle via a questionnaire.

From 14 April to 27 May, each RIR will gather feedback from their respective communities on the draft “Governance Document for the Recognition, Maintenance, and Derecognition of Regional Internet Registries”.

All interested parties in the ARIN region are invited to subscribe to the ICP-2 Review mailing list to contribute to this discussion. Feedback received will be provided to the ASO AC for their consideration during workshops scheduled during ICANN 83.
