ARIN staff should notify providers when they revoke a number resource.
Today ARIN staff notifies providers about one year after a resource is revoked, as that is the earliest time that the resource could be reallocated. If ARIN staff notified providers at the time the resource is revoked, providers transiting the resource could then take steps to work with their customer immediately, rather than waiting until one year after revocation.

this practice was put into place by RSD very recently. In the past we did not notify upstream providers when address space they were routing was revoked by ARIN until the address space was ready to go back into the available pool of addresses. However, we felt that it might be useful to providers if they were notifed up front about a revocation and so we decided to implement this new practice.
