K-Net (http://knet.ca) is a not-for-profit support agency partnering with remote and rural First Nations across Canada. K-Net purchases bandwidth from telcos, constructs telecom infrastructure where required and works with these small remote and rural communities to develop and access broadband applications.
K-Net purchases blocks of IP numbers, internet services and then distributes these in our partner communities to support local application, developments and usage. Over the past 10 years, K-Net applied for and receives public grants in excess of $5 million annunally to support this development work in support local and regional community networks. Under the proposed definition of eligible community networks for IPv6 assignments, I understand that we would no longer qualify as a community network. I think the dollar ceiling needs to be removed from this definition and community networks simply be defined by their not-for-profit corporate status.

As this pertains to a draft policy currently under discussion, submitter was advised to post to the Public Policy Mailing List and register as a remote participant for ARIN XXIII so he could participate in the discussions during the presentation of 2008-3.
