ACSP Suggestion 2011.18: Add reassignments and reallocation processes to ARIN Online

Description: While it is now possible to maintain reassignment and reallocation information using the new RESTful interface, that interface is not feasible for those LIRs which perform only occasional reassignment/reallocation of address space. It would be ideal to develop features in ARIN Online to create/modify/delete reassignments and reallocations. This would bring ARIN Online closer to parity with the legacy template system.

We have talked about adding a web-based reassignment/reallocation interface for the occasional user. We agree that this would be a very nice feature, and we would like to add to ARIN Online after our core features are complete.
